In 2023, the UAE attracted $16 billion in greenfield foreign direct investment (FDI) capital, further cementing its position as a prime destination for global investors. The largest investments came from the United States ($3.8 billion), India ($3.3 billion), and the United Kingdom ($1.2 billion), underscoring the UAE’s appeal to a diverse range of international markets.
According to Mohammed Abdul Rahman Al Hawi, under-secretary of the UAE Ministry of Investment, several sectors significantly contributed to this growth. Business services, software, and IT services stood out, generating a substantial number of jobs and drawing notable capital inflows. Additionally, financial services, industrial equipment, and logistics sectors played a key role in bolstering investment volumes.
“These inflows boosted job creation by 7.5 percent, increased project announcements by 31 percent, and saw greenfield FDI capital inflows rise by 37 percent,” Al Hawi noted in a statement to WAM. The country anticipates nearly 50,000 new jobs arising from 1,332 greenfield projects.
Key Sectors Drive 86% of FDI
The UAE’s economic diversification strategy has focused on five pivotal sectors, which together account for 86 percent of its total FDI stock. These sectors are:
- Wholesale and Retail Trade: Contributing 26 percent to FDI stock, this sector benefits from the UAE's strategic location, robust infrastructure, and consumer demand. In 2023, consumer spending rose by 13 percent, with a 14 percent increase in retail and 12 percent in non-retail expenditures.
- Real Estate: Representing 24 percent of FDI stock, the real estate sector attracts global investment due to the UAE's ongoing urban expansion and strategic position, offering access to a broad international market.
- Finance and Insurance: This sector makes up 21 percent of FDI stock, benefiting from the UAE's stable financial ecosystem. The Dubai International Financial Centre (DIFC) has become a key location for high-net-worth individuals, hosting 120 of the wealthiest families, with combined assets of $1.2 trillion.
- Mining and Quarrying: With an 8 percent share of FDI stock, this sector leverages the UAE’s mineral resources and central role in global supply chains. The country's mineral resource strategy aims to increase its share of non-oil GDP to 5 percent by 2030.
- Manufacturing: This sector comprises 7 percent of the UAE's FDI stock, bolstered by initiatives like Operation 300bn, which aims to elevate the manufacturing sector as a core part of the UAE's economic framework.
Top International FDI Sources
The UAE’s primary FDI contributors include the United Kingdom (15 percent of FDI stock), India (6 percent), Saudi Arabia (4 percent), the Netherlands (4 percent), and China (4 percent). Other significant sources are France, the United States, Kuwait, Japan, and Switzerland, reflecting the UAE’s strong global investment appeal.
Expanding International Partnerships
The UAE has pursued extensive international agreements to strengthen its economic ties. The country has signed six Comprehensive Economic Partnership Agreements with economies such as India, Turkey, and Indonesia to enhance trade and investment collaboration. Additionally, the UAE has entered into 115 bilateral investment treaties and 146 double taxation agreements to protect and promote foreign investments.
UAE's Overseas Investments Surpass $2.5 Trillion
The UAE’s outbound investments, encompassing both public and private sectors, have reached approximately $2.5 trillion as of early 2024. This significant overseas presence underscores the UAE’s influence as a key economic player, with a focus on emerging markets and strategic partnerships.
One notable example of its investment strategy is a $35 billion agreement with Egypt for the development of Ras Al Hekma, marking the largest direct investment in Egypt’s history. Once completed, UAE investments in Egypt are expected to total around $65 billion.
The UAE’s global investment portfolio spans over 90 countries, including key regions in Asia, Europe, Africa, and the ASEAN bloc, highlighting its commitment to fostering sustainable growth and international cooperation.
