Abu Dhabi has unveiled a new AED 55 billion public-private partnership (PPP) pipeline covering 24 infrastructure projects scheduled for delivery across 2026 and 2027, as the emirate accelerates long-term investment in transport, utilities and social infrastructure.
Announced jointly by the Abu Dhabi Investment Office (ADIO) and the Abu Dhabi Projects and Infrastructure Center, the program includes AED 35 billion allocated to transport projects, AED 11 billion for infrastructure developments, and AED 9 billion for social infrastructure assets. Commenting on the launch, Eid Alobeidli, Director of Musataha & Public-Private Partnerships at the Abu Dhabi Investment Office, said Abu Dhabi “continues to develop advanced infrastructure that supports sustainable economic growth and strengthens its position as a leading global investment destination.”
Alobeidli added that the projects are expected to attract international companies, support the objectives of the Abu Dhabi Local Content program and strengthen local supply chains and industrial capabilities.
He also mentioned that ADIO’s PPP framework is supported by “growing investor interest,” with the next phase expected to include a broader range of projects across strategic sectors.
While regional infrastructure spending remains resilient, investor activity across large-scale PPP projects has become increasingly selective, with market participants placing greater emphasis on delivery frameworks, regulatory clarity and long-term asset viability. Abu Dhabi’s continued expansion of its PPP pipeline reflects sustained institutional confidence in infrastructure-led growth and government-backed development assets.
