Dubai Rental Market Reaches AED 126.4 Billion as Demand Deepens

With total tenancy contract value reaching AED 126.4 billion, Dubai’s rental sector delivered another milestone year in 2025. Contract volumes rose 6% year-on-year to 1.38 million agreements, while total value surged 17%, highlighting sustained demand across residential and commercial segments. With new residents entering the market, renewal activity holding firm, and development pipelines expanding, the data leads to a rental ecosystem that is both active and structurally stable.

Rental Activity Shows Structural Population Growth

The 1.38 million registered tenancy contracts give an outlook about scale. But the composition of that growth is even more important. More than 513,000 new tenancy agreements were signed in 2025, up 10% year-on-year. This suggests continued inflows of new residents and businesses entering Dubai. At the same time, renewals climbed 3% to over 514,000 contracts, reinforcing stable occupancy levels and tenant retention. This balance between new demand and renewal stability marks a healthy absorption rate. The rental market is being supported by sustained population growth and long-term residency trends.

Development and Transactions Align with Capital Confidence

Construction and transaction data solidifies the strength of underlying demand. Completed developments rose 7% to 124 projects, while their total value increased 23% to AED 27.5 billion. Even more telling is the pipeline – projects under construction jumped 25% to 937 developments, indicating strong forward commitments from developers. Capital is being deployed with conviction, supported by demographic expansion and employment growth.

On the transaction side, 147,500 properties changed hands in 2025 – a 25% increase – with total transaction value rising 30% to AED 280 billion. Higher-value homes drove much of the value growth, as villa prices increased even with lower volumes. This transition toward premium assets highlights rising investor sophistication and confidence in long-term capital appreciation.

Market Professionalization Strengthens the Ecosystem

The rise in real estate licensing further confirms the market’s depth. During the year, 4,122 real estate offices were registered, bringing the total number of active offices in Dubai to over 10,000. A total of 14,364 licenses were issued across brokerage, development, supervision, and consultancy activities. Sales brokerage licenses exceeded 6,000, while more than 3,500 were issued for leasing brokerage.

This expansion demonstrates rising demand for professional services across the value chain. More importantly, it emphasizes the effectiveness of Dubai’s regulatory framework in promoting transparency and investor confidence. A growing, regulated intermediary network enhances market liquidity and supports long-term stability.

Dubai’s Rental Market in 2025

When tenancy contract value rises 17% alongside a 6% increase in volume, it represents pricing strength supported by real demand, not artificial compression of supply. The alignment between rental expansion, rising transaction values, and a 25% increase in projects under construction presents a market operating with confidence across multiple layers. Occupiers are committing, developers are building and investors are deploying capital into higher-value assets. These factors are pointing to a market that is functioning cohesively rather than overheating in isolated segments.

Significantly, the steady rise in renewals suggests retention is improving alongside new inflows. That balance reinforces stability. Dubai’s rental sector is increasingly supported by longer-term residency patterns and economic participation.

This environment offers clarity to investors. Liquidity remains strong, regulation continues to support transparency, and demand fundamentals are expanding in parallel with supply.
