Key Insights:
Off-Plan Offices Account for 80% of Sales Value
Off-plan offices represented approximately 64% of transaction volume but a significantly larger 80% share of total sales value during the nine-month period.
Activity also increased in September following a decline in August. Dubai recorded 419 office transactions worth AED 1.85 billion during the month, up approximately 28.5% in volume and 62% in value compared with August. Compared with September 2025, transaction volumes were 7.4% higher, while sales value increased by approximately 54%.
Off-plan properties accounted for 265 September transactions worth AED 1.32 billion, while 154 ready-office deals generated AED 525.5 million.
Business Bay Accounts for Nearly Half of Sales Value
Business Bay was the largest office sales market during the first nine months of 2026, recording 1,100 transactions worth more than AED 9.9 billion. The district represented approximately 29.8% of office transaction volume but 49% of total sales value across Dubai, highlighting the concentration of office sales value in the area.
Across the wider market, offices priced between AED 2 million and AED 5 million were the most frequently traded, accounting for 40.6% of transactions. Properties between AED 1 million and AED 2 million represented a further 28.2%, meaning the two price brackets together accounted for more than two-thirds of office transactions during the period.
2026 Off-Plan Sales Significantly Exceed Recent Years
The latest figures extend the strong off-plan activity recorded earlier in 2026. According to Al Masdar Al Akari’s previous analysis, off-plan office sales reached approximately AED 13.1 billion during the first half of the year.
That six-month value was more than double the AED 5.48 billion in off-plan office transactions recorded across the entire seven-year period from 2019 to 2025, highlighting the scale of the shift toward new and under-construction office stock during 2026.
Off-Plan Sales Lead Dubai Office Market
Dubai’s office market entered the final quarter of 2026 with off-plan properties accounting for the majority of both transaction volume and sales value. Business Bay remained particularly prominent, representing almost half of the city’s office sales value through September.
September also recorded a strong month-on-month increase following lower activity in August, with both transaction volumes and sales value rising compared with the previous month and September 2025.
