Buying Dubai Property as a Belgian Investor

An investor briefing for Belgian private capital, August 2026. Yields netted for costs and Belgian taxation.

Belgian buy-to-let no longer pays enough to justify what it costs to get into. A EUR 467,000 apartment in Brussels, the euro equivalent of AED 2 million, returns roughly EUR 13,500 a year net. The same money in Dubai returns EUR 22,000 to EUR 25,000 to an owner who goes on living in Belgium, the range turning on one unsettled treaty question, and about EUR 25,000 to an owner who has moved. Between 60% and 85% more income on the same capital, before relocation enters the argument at all.

The Belgian flat also costs twice as much to buy into. Registration duty runs to 12% in Flanders and 12.5% in Brussels and Wallonia on anything that is not the buyer’s own home, against a 4% transfer fee in Dubai. Adding notarial, agency and administrative costs, this briefing models all-in acquisition at about 14.2% in Brussels and 7% in Dubai, or EUR 66,400 against EUR 32,700.

Brussels needs nearly five years of net rent to recover that.

Dubai needs about eighteen months.

Neither market is standing still, and both are moving the same way. Belgian prices are forecast to grow between 1.6% and 3.4% next year after 6.09% in the year to the fourth quarter of 2025, and Flemish rules begin blocking rent indexation on poorly rated homes in 2028. Dubai carries a supply wave peaking in 2027, and it lands in identifiable communities rather than across the market.

Registration Duty on a Belgian Buy-to-Let Purchase

The regions have spent three years cutting duty for owner-occupiers and leaving investors where they were. None of the reduced rates reaches a landlord. Brussels registration duty is 12.5% on an investment property, EUR 58,375 on a EUR 467,000 apartment. Including notarial and administrative costs this briefing models total acquisition at about 14.2%, roughly EUR 66,400, and recovering that takes nearly five years of net rent. A five-year hold is only worth taking if the asset compounds, and Belgian apartments are forecast to manage 1.6% to 3.4% next year.

Rental Yields on Belgian Apartments in 2026

Belgian housing compounds slowly and rarely surprises. Statbel put the national median apartment at EUR 255,000 in the third quarter of 2025, up 4.08%, with Brussels-Capital at EUR 274,550. Growth is expected to fade as the regional duty cuts wash through.

Income is the weaker leg, and where the case for Belgian rental stock at this price point runs out. Global Property Guide, a portal rather than an official series, puts Brussels at 5.44% gross against 4.31% nationally. Both come off lots well below EUR 467,000, and an apartment at that price lets at a lower yield than either city average, which is why this briefing models 4.88% rather than 5.44%. Net of syndic charges, insurance, maintenance, voids and the prรฉcompte, it delivers close to 2.9%.ย

How Belgium Taxes Rental Income From a Private Letting

The taxable figure for a home let to a private tenant is the cadastral income, indexed, then increased by 40%. That is a notional net rental value referenced to 1975, never generally revalued, so on most stock it sits far below market rent.

On a Brussels apartment with a cadastral income near EUR 2,000, the base comes out around EUR 6,300 against real rent of roughly EUR 22,800, giving a charge near EUR 3,400 with the prรฉcompte adding perhaps EUR 1,300. Cadastral incomes vary widely by commune and property, so any figure needs checking against the assessment.

Exit is clean on a normal hold. A property sold more than five years after acquisition produces no Belgian tax on the gain, and the 2026 capital gains charge leaves real estate outside its scope.

Rent Indexation & Energy Ratings in Belgium

Belgian landlords may raise rent once a year in line with the health index, but a valid energy performance certificate, disclosed to the tenant, is a precondition for indexing at all in every region. Flanders cuts indexation on properties rated D, E and F on leases predating October 2022, Brussels on E, F and G. Wallonia dropped its energy conditions in November 2023.

The forward calendar turns this into a capital cost. On the Flemish rules as currently drawn, homes rated E or F cannot be indexed from 2028 unless improved, and from 2030 anything below grade D cannot be let. Buying older apartment stock means buying a renovation obligation with a date on it, and those works come out of the same cash flow that currently produces a 2.9% net yield.

Dubai Apartment Yields & Market Depth in 2026

Yields in Dubai are the strongest they’ve been in five years, near 6.9% gross on apartments, because rents held while entry prices fell. Buyers have negotiating leverage for the first time since 2020, and July’s 21.5% jump in ready-home sales shows serious capital is already using it.

After an eight-month, geopolitically driven stall, the demand engine is intact – population still climbing, speculative resales at 4% against 25% pre-2008 – so right now represents a discount on entry price.

Those deals were worth AED 541.3 billion, 86% of them cash. JLL ranks the emirate 28th in the world for transparency and the only Middle East and North Africa market in its Transparent tier, and population passed 4 million in 2025 after adding 208,000 residents. A Belgian selling a Brussels apartment works through a notarial process measured in months. The Dubai equivalent clears tens of thousands of deals a quarter.

Supply is the caveat a buyer prices rather than a reason to stay away. Knight Frank’s forecast points to around 350,000 homes completing between 2026 and 2030, close to double the long-run rate, and it names oversupply a growing concern. The effect is already visible by district. Jumeirah Village Circle, due 35,500 completions by 2030, shows ready apartments down 0.8% on the year, and Dubai Creek Harbour and Dubai South have recorded quarterly declines. Palm Jumeirah, with little new supply, rose 31%. That is a selection problem with a selection answer, and the reason to buy completed stock where the delivery calendar has already run.ย

Brussels & Dubai Net Income on the Same Capital

All at the AED 2 million equivalent, unleveraged, single owner, let to a private tenant. The Brussels column is a worked estimate rather than a measured case. Its cadastral income, running costs and resulting tax are modelled on typical values, not drawn from a specific property, and cadastral incomes vary widely by commune. Figures are rounded and indicative:

Belgium takes more out of the Brussels flat than the Dubai one, which is the part most investors get backwards. Roughly EUR 4,700 a year against at most EUR 2,500.

Cultural distance is the objection investors raise most often, and the one the data answers most directly.

Belgium's Presence in the Emirates

What to Price Before Buying

The question is the next EUR 467,000. On that capital, Dubai pays roughly EUR 22,000 to EUR 25,000 against Brussels’ EUR 13,500, recovers its entry cost in about eighteen months against nearly five years, and sits outside a Flemish energy calendar that starts blocking indexation in 2028. A Belgian who buys completed stock in a supply-disciplined community and sizes for currency is buying into an income profile that Belgian apartments at this price point do not currently offer.
